Do you have a keen interest in the growing field of public procurement? 

We are looking for a construction professional with strong interpersonal and critical thinking skills to join our Western regional office in Edmonton, Alberta. 
Our procurement team procures professional architectural, engineering, environmental, construction, and facilities maintenance services in support of the Canadian Armed Forces
and the Department of National Defence’s infrastructure and environment programs. As the Team Leader, Contract Services, some of your responsibilities will be to:

 - Supervise a small team (<5 people) of public procurement specialists/administrators co-located at our Western Regional Office;
 - Review and approve the initiation and award of architectural, engineering, environmental, construction, and facilities maintenance services contracts within an established delegated authority 
   and in accordance with trade agreements, government directives, and corporate policies;
 - Provide functional guidance to approximately 15 public procurement specialists situated at other offices located across Western Canada;
 - Participate, promote, and lead procurement planning for complex, risky, or multi-phased projects;
 - Liaise nationally with other DCC public procurement specialists, as required.



The Team Leader, Contract Services, coordinates and tracks procurement planning activities, manages procurement risks, and researches innovative ways to manage procurements for all programs. The incumbent leads a team of professionals and manages the human resources responsibilities for the team. The incumbent also manages the Client-Partner relationship. The incumbent develops creative solutions and ensures the team is focused on collaboration, and quality and timeliness of deliverables.  


  • Provide advice on all aspects of procurement to meet Client-Partner needs for complex procurements
  • Participate, promote and lead procurement planning with Client-Partners
  • Negotiate procurement approaches and performance measures with Client-Partners for all programs
  • Review and approve the initiation and award of contracts, within delegated authority
  • Provide recommendations on the initiation and award of contracts exceeding delegated signing authority
  • Coordinate, implement and track procurement planning activities for all programs with regional and site staff
  • Oversee all associated contracting activity by Coordinators, Contract Services, for procurements (e.g. develop procurement approach, assess impact of the procurements, write solicitation documents), and ensure that all contracting activities are carried out in an ethical and transparent manner to facilitate access, and ensure competition and best value
  • Ensure procurements by the team meet service line key performance indicators
  • Research innovative procedures (e.g. process improvements, procurement techniques for unique requirements)
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Manage risk
  • Perform human resource functions (e.g. coach, supervise, mentor, plan and allocate resources, and manage performance)


  • Research innovative procedures (e.g. procurement process improvement methods to meet special requirements)
  • Help create strategies for complex procurements
  • Other duties as assigned

General and Specific Knowledge

Formal Education and/or Certification(s) and Experience

  • Minimum: university degree in architecture, engineering or related field with eight years’ relevant experience, or the equivalent

  • Demonstrate leadership and human resources management skills

Development and Leadership

  • Lead and manage direct reports
  • Provide functional direction and advice to other employees and to Client-Partners
