Project Summary:
The purpose of this program is to improve sub-national governance in conflict-affected municipalities of Colombia.

Position Summary:  
MSI is seeking an experienced team leader with a solid track record in leading technical, financial and administrative functions of international development projects; a sound knowledge of Colombian political dynamics and experience supporting the reform of public sector institutions in the context of USAID or other donor assistance projects. The successful deputy chief of party (DCOP) candidate will be an individual who combines relevant technical knowledge with strong managerial, administrative and writing skills, and extensive monitoring and evaluation experience.

  • In collaboration with the chief of party (COP), provide strategic direction and oversight during the implementation and management of all project activities to ensure that project objectives and targets are met.

  • Provide technical expertise and operational support in the design and implementation of specific RGA technical interventions. This requires the ability both to support current activities and to quickly adapt to changing contextual, Government of Colombia or USAID requirements.

  • Provide oversight of monitoring, evaluation and reporting systems to ensure program successes and results are captured and reported in a robust manner, and to support adaptive program management.

  • Work in close collaboration with the COP to ensure that daily operations of overall program implementation activities are on schedule and that reports, work plans, budgets are prepared in a timely manner.

  • Provide oversight on component budget tracking and ensuring program burn rates and efficient use of program resources.

  • Provide leadership and oversight of human resources, administration and financial management systems, including compliance with due diligence and security measures.

  • As necessary, lead or support client interface on many of the above matters.


  • A graduate degree in a field relevant to the program, or the equivalent amount relevant of experience in place of a graduate degree.

  • Minimum of five (5) years at the deputy chief of party (DCOP) level and/or a demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities and sub-awards.

  • Minimum six (6) years of experience overseeing management processes and systems, including as human resources management and development (including performance evaluation), staff supervision, project and financial management, and management of employee compensation systems. Strong human resource management skills.

  • Minimum three (3) years of experience with monitoring, evaluation and reporting in the context of development projects, preferably democracy and governance improvement efforts.

  • Proven leadership and organizational skills, successfully managing and coordinating large and disparate work groups.

  • Fluent spoken, written and reading abilities in Spanish. English language skills also preferred.

  • Demonstrated capability to work with a broad range of government and civil society stakeholders and partners.

  • Sound knowledge of Colombian political dynamics; demonstrated understanding of peace-building and dynamics of violent conflicts and of conflict zones in Colombia preferred.
