Description

Nature of Work

This position oversees six different business sections in the Customer & Technical Services Division (C.A.T.S.) of the Public Works Department, including CIP tracking/coordination and production support, CIP/operations contracts and procurement coordination, operations support services, Enterprise Asset Management (EAM) and work management support, Public Works facility maintenance, and inventory management. The objective of the C.A.T.S. Division is to provide support to other divisions in the Public Works Department, and other departments (i.e., Utility Dept., Parks Dept., etc.). The Division Director position assures that high quality customer services are being provided in these support functions and that the customer services meet the expectations of the divisions and departments being supported. The Division Director also provides Department oversight to ensure compliance with the County’s EAM goals. This EAM system manages the County’s assets in accordance with the International Organization for Standardization (ISO) standards 55000 and uses Cityworks as the work management system platform. This position also provides direct support to the Director of Public Works, as necessary, and may include attendance of critical meetings in representation of the Department, special project and/or program investigations, director level coordination with other county departments, county attorneys, cities and other agencies.

Minimum Qualification Requirements

  • 7 years of progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
  • Associate’s degree and at least 5 years’ experience of progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
  • Bachelor’s degree and at least 3 years’ experience of progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
  • Master’s degree and at least 1  year experience of progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
  • Doctoral degree and experience in progressively responsible technical, professional, and administrative functions in business administration, project management, engineering, environmental management, accounting, or a related field that includes formal supervisory training or 1 year of team leadership or supervisory experience; or
  • An equivalent combination of education, training, and/or experience.

Additional Requirements

  • Valid Florida Driver's License at time of hire. 

Highly Desirable

  • 3 or more years of management experience supporting a large organization or department in a customer service role
  • 3 or more years’ experience supervising a group of 10 or more persons.
  • 3 or more years of experience in the development and implementation of operating budgets.
  • 3 or more years of experience in procurement of contracts.
  • 3 or more years’ experience in the development and tracking of performance measures.

  • Provides administrative support to management in any and all phases of the management of the section.
  • Provides recommendations, presentations, and reports on a variety of planning related functions.
  • Manages, supports, and guides supervisors and subordinates in project and/or program development.
  • Assists with the development of general policies and procedures, including updates to technical and non-technical specifications, in consultation with the Department Director and other Managers, for maximum utilization of manpower and equipment services.
  • Establishes goals and objectives for subordinate supervisors within the specific section.
  • Performs related work as assigned or required.
