Description

We are recruiting for two Principal Planners to join the Pinellas County Planning Department’s Long Range Planning Section and the Redevelopment Section. This Department is a progressive group of professional urban planners primarily focused on policies, standards, regulations and implementation of the County’s long-term goals for targeted growth and quality redevelopment in a complex, urbanized region of coastal Florida.

In total, the ideal candidates will perform work managing a diverse range of complex planning projects and analyses, including major initiatives related to the County’s comprehensive plan, land use, community redevelopment, historic preservation, economic development, social vulnerability and resiliency, and environmental resiliency and management.  They will also be responsible for measuring and assessing potential impacts to services and facilities resulting from policy decisions and development activity.  The positions require independent project management with some supervision of assigned project staff as well as coordination with a number of other local governments and Pinellas County departments, including, but not limited to Development Review Services, Public Works, Utilities, and the Office of Management and Budget. The positions will also require administrative staff support to various boards and agencies, such as the Historic Preservation Board and the Community Redevelopment Agency Board and Advisory Committee. Team work, conceptual thinking, creativity, organization and collaboration skills are required. Well-written reports and analyses based on sound planning principles are a must.

The Planning Department often takes a team-approach to completing projects in a studio environment where ideas are shared and creativity is expressed. Minimum Qualification Requirements

  • 9 years professional experience in urban planning management; or
  • Associate's degree with major course work in urban planning, urban design, government, law, civil engineering, landscape architecture, economics, geography, statistics or a related field and at least 7 years professional experience in urban planning management; or
  • Bachelor’s degree with major course work in urban planning, urban design, government, law, civil engineering, landscape architecture, economics, geography, statistics or a related field and at least 5 years professional experience in urban planning management; or
  • Master’s or higher-level degree with major course work in urban planning, urban design, government, law, civil engineering, landscape architecture, economics, geography, statistics or a related field and at least 2 years of professional experience in urban planning; or
  • An equivalent combination of education, training and/or experience.

Additional Requirements

  • Possession and maintenance of a valid Florida Driver's License
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Long Range Planning Section:
    • Comprehensive planning experience with major cities, counties and/or regions; including knowledge of the principles, practices and methods of urban planning, with emphasis on comprehensive and land use planning in an urban setting
    • Historic preservation experience dealing with boards, agencies, regulations and developers
    • Successful project management and associated supervisory skills related to managing project teams
    • Excellent writing and presentation skills, including ability to prepare and present ideas and findings clearly and concisely in written, oral or graphic form to a variety of audiences
    • Excellent technical skills related to data and document management, data analysis, principles of GIS, use of graphic tools to create professional documents, etc.
    • AICP certification, CNU accreditation, LEED accreditation and/or similar is desirable, but not required
  • Redevelopment Section:
    • Experience developing, implementing and administering community redevelopment agencies (CRAs)
    • Environmental management-related experience dealing with climate resiliency, post-disaster redevelopment planning, and local mitigation strategies
    • Successful project management and associated supervisory skills related to managing project teams
    • Excellent writing and presentation skills, including ability to prepare and present ideas and findings clearly and concisely in written, oral or graphic form to a variety of audiences
    • Excellent technical skills related to data and document management, data analysis, principles of GIS, use of graphic tools to create professional documents, etc.
    • AICP certification, CNU accreditation, LEED accreditation and/or similar is desirable, but not required
