Description

Nature of Work

The purpose of this position is to provide technical and scientific support and expertise to the Environmental Management Division of the Pinellas County Department of Public Works. The selected candidate is responsible for conducting environmental reviews for dock and dredge and fill projects proposed within the Waters of the County for consistency with the Pinellas County Water and Navigation regulations. This position also reviews mangrove trimming for consistency with the County’s Mangrove Trimming and Preservation code. This position is responsible for compliance activities related to violations of the Water and Navigation and Mangrove Protection regulations. This position may also be assigned specific duties relating to other coastal activities such as maintenance and installation of waterway markers, removal of derelict vessels, water quality and seagrass monitoring, and support of manatee protection efforts. This technical position requires knowledge of coastal marine ecology and field assessment techniques, including the ability to work in the water. Familiarity with Federal, State, and County environmental regulations is beneficial.

Minimum Qualification Requirements

  • 6 or more years of professional level experience in the assigned field of environmental management; or
  • 2 years college or university with major course work in physical, natural or biological science, environmental engineering, or related field and 4 or more years of professional level experience in the assigned field of environmental management; or
  • 4 years college or university with major course work in physical, natural or biological science, environmental engineering, or related field and 2 years of professional level experience in the assigned field of environmental management; or
  • 6 or more years of college or university with major course work in physical, natural or biological science, environmental engineering. 
  • An equivalent combination of education, training and/or experience.

Additional Requirements

  • Valid Florida Driver’s License at time of hire.

Highly Desirable

  • Scuba Certification.
  • Ability to drive and trailer boats and USCG Safe Boat Operator Certification.
  • Knowledge of and ability to use ESRI Geographical Information Systems (GIS).
  • Knowledge of local, state, and federal environmental laws, rules and regulations.
  • Ability to identify freshwater and marine aquatic plant species and habitats

Docks and Dredge and Fill

  • Review applications for docks and dredge/fill activities for consistency with the Water and Navigation regulations
  • Performs field reviews of site conditions to assess environmental impacts from proposed projects.
  • Interacts with engineers, marine contractors, and applicants.
  • Interact with Municipal officials and other County work groups.
  • Responds to citizen complaints regarding violations of the Water and Navigation regulations.
  • Handles enforcement cases for violations of the Water and Navigation regulations.
  • Responds to all citizen inquiries in a professional and customer service driven manner.

Mangrove Protection Program

  • Reviews applications for mangrove trimming permits for consistency with the Mangrove Trimming and Preservation code.
  • Reviews exempt trimming activities for consistency with State exemption criteria.
  • Performs field reviews for mangrove trimming applications and complaints.
  • Interacts with professional mangrove trimmers, Municipal officials, and citizens.
  • Responds to citizen complaints regarding violations of the Mangrove Trimming and Preservation code.
  • Handles enforcement cases for violations of the Mangrove Trimming and Preservation code.
  • Responds to all citizen inquiries in a professional and customer service driven manner.

Other Duties

  • Inspects waterway markers and arrange for their repair/replacement as necessary.
  • Permits new installation of waterway markers and new boating restriction zones.
  • Arranges for the removal of derelict vessels.
  • Interacts with law enforcement on waterway markers and derelict vessels.
  • Manages and implements contracts for marker maintenance and derelict vessel removal.
  • Supports State, Federal, and local manatee protection efforts.
  • Performs water quality monitoring as assigned.
  • Performs seagrass monitoring as assigned.
