Description

Nature of Work

This position, alongside the Organizational & Talent Development Officer, provides and coordinates organizational and programmatic training for Pinellas County Government.  Work involves conducting learning/development needs assessments, development and preparations of instructor and employee instructional materials, quick guides, study aids and blended learning approaches.  Develops and identifies learning objectives, provides instruction, and evaluates effectiveness of learning or organizational development programs.  Training delivery includes site and mode determinations, reservation and scheduling, set-up, in-person and blended delivery, and classroom management. Position will provide consultation to employees, supervisors, managers, and directors regarding learning, development, and organizational change activities/opportunities.

Minimum Qualification Requirements

  • 7 years of professional experience designing and delivering educational and organizational development programs that includes 2 years’ professional experience in executive and leadership development programs, corporate training, coaching, mentoring, training needs assessments, instructor-lead facilitation, e-learning, or blended curriculum.
  • Bachelor’s degree in Adult Education, Instructional Design, Organizational Development, Learning Technology, social or behavioral science, industrial psychology, human resources management, public or business administration, or related field and at least 3 years’ professional experience in executive and leadership development programs, corporate training, coaching, mentoring, training needs assessments, instructor-lead facilitation, e-learning, or blended curriculum.
  • An equivalent combination of education, training, and/or experience.

Additional Requirements

  • Knowledge of and experience in training theories, principles and techniques of assessment, design, curriculum development, and program implementation.
  • Experience in Adult learning theories and principles.
  • Experience in implementing Kirkpatrick’s evaluation methodology or similar evaluations of learning and development programs.
  • Experience with blended e-Learning tools.
  • Intermediate to Advanced proficiency with Microscoft Outlook, Word, and PowerPoint and a working knowledge of Microsoft Excel.
