Description

Nature of Work

Protecting public health and the environment is a top priority in Pinellas County Utilities. The Water Quality Division manages numerous water quality programs designed to protect the quality of our water and places the highest value on the quality and reliability of our products and services, including compliance with strict regulatory standards. The Industrial Pretreatment Program, Wastewater Regulatory Monitoring and Sampling Program, and the Sanitary Sewer Overflow (SSO) project, assures protection of waterways by controlling wastewater discharge from industry and non-domestic sources to the municipal sewer collection systems and treatment facilities; sampling and monitoring of the wastewater discharge; and sampling and reporting for sanitary sewer overflows. With a unique and complex wastewater collection system and state of the art, advanced wastewater reclamation facilities, focused on sustainability, Pinellas County Utilities’ vision is to be the standard for public service in America.

Currently we are seeking a Senior Water Quality Management Specialist in a highly technical, professional, and supervisory role managing water quality programs and activities. This individual will be responsible for the formal supervision of numerous professional and technical staff or be responsible for advanced program management tasks that impact department wide water quality, business, customer relations, and operating plans. The Specialist will supervise and direct a team of individuals performing specialized technical field and office work relating to water quality monitoring projects. This work includes: collection and analysis projects in managing and monitoring potable water resources for the County; compliance with the Clean Water Act and the Safe Drinking Water Act by monitoring, inspecting, sampling, evaluating data; enforcement of regulations and codes related to the protection of public health and the environment as related to the quality of groundwater, surface water, wastewater, reclaimed water, and potable water. The position reports to the Water Quality Monitoring Manager or a senior manager.

Minimum Qualification Requirements

  • Associate's degree with major course work in environmental, physical, natural or biological science, engineering or related field plus 4 years’ experience in field water quality monitoring experience that includes lead worker, supervision or supervisory training; or
  • Bachelor's degree and 2 years’ experience as described above; or
  • An equivalent combination of education, training, and/or experience.

Additional Requirements

  • Florida Driver's License at time of hire required.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
  • Experience to include actual supervisory experience directing professional or technical personnel responsible for water quality control activities.
  • This position requires an adjusted work schedules due to 24/7 operations.
  • Computer data entry skills.
  • Evaluation, preparation and review of reports skills.  Proper documentation is essential (field data records, chain of custody, log books).

Highly Desirable Qualifications

  • Bachelors or Master's degree with major course work in environmental, physical, natural or biological science, engineering or related field.
  • Possession of Florida Industrial Pretreatment "A" certification.
  • Interpersonal skills and leadership abilities to support and achieve organizational goals.

  • Ability to be flexible when coordinating multiple activities that require strict attention to detail and meet important deadlines.

Illustrative Tasks

  • Supervises or provides advanced leadership department wide direction for subordinate staff implementing regulatory water quality programs, customer services, and water quality maintenance.
  • Water quality oversight for drinking water quality monitoring, includes the water treatment plant, distribution system, storage tanks, chlorination's associated with new installations and line repairs, and response to water quality customer complaints.
  • Directs industrial water quality monitoring includes the wastewater treatment plant, collection and transmission system, and various types of industrial users, including permit development, inspections and identification of non-compliance & related enforcement.
  • Administers grease program activities includes inspection review and non-compliance identification & related enforcement of permitted food service establishments.
  • Supervises wastewater effluent impact monitoring included ground water wells, reclaimed water system, and surface water bodies (including wastewater discharge spills from the collection and transmission system).
  • Manages water quality monitoring projects entailing investigations of hydrological, biological, geological and/or chemical problems relating to water resources.
  • Coordinates and directs technical personnel in the collection and analyses of field data; assures quality control measures are followed.
  • Evaluates and analyzes data collected; prepares written and verbal reports on findings of projects.
  • Identification of non-compliance & takes corrective action.
  • Acts as liaison with businesses, contractors, developers, engineers, and the public with interpretation of environmental regulations and compliance with federal, state and local environmental laws, codes and ordinances.
  • Evaluates conformance with established environmental codes, ordinances and regulations and recommends enforcement action based on inspection findings.
  • Oversees compliance with the Comprehensive Quality Assurance Plan to ensure all data is scientifically valid and legally defensible.
  • Reports violations of water quality standards or other permit conditions to the appropriate regulatory agency.
  • Completes periodic statistical reports and submits to department management and regulatory agencies.
  • Implementing departmental goals, objectives, policies and priorities
  • Participates in the preparation of the annual budget for the Water Quality Monitoring Section.
  • Participates in interviews, selection and develops personnel; prepares employee evaluations and handles disciplinary matters

Knowledge, Skills, and Abilities

  • Knowledge of environmental related codes, laws, rules, ordinances and regulations, and the principles of environmental pollution control and protection of public health.
  • Knowledge of the principles of water quality analysis.
  • Knowledge of federal, state and local standards, rules and regulations pertaining to water quality monitoring, sampling and analysis.
  • Knowledge of routine laboratory equipment, procedures and cleanliness requirements.
  • Knowledge of mathematics and natural, physical and biological science.
  • Knowledge of scientific research techniques including the collection of sampling data and preparation of environmental reports.
  • Knowledge of the wastewater treatment processes, including the collection and transmission system.
  • Knowledge of the water treatment processes and testing of water supply systems.
  • Ability to apply computer applications and software.
  • Ability to manage and supervise water quality personnel and programs.
  • Ability to prepare reports and interpret laboratory results.
  • Ability to present ideas and findings clearly and concisely in written, oral, and graphic form.
