Description

As citizens of Pinellas County our ability to enjoy our $4 billion in county assets requires a robust enterprise-wide Asset Management System to track inventory, history, costing, etc. on our roads, bridges, buildings, parks, preserves, beaches, etc.  And with the Office of Technology and Innovation, a newly formed technology team supporting departments such as Public Works, Utilities, Parks and Preserves, the multi-year EAM (enterprise asset management) project has moved to the next phase where we are seeking a Cityworks Support Analyst to continue our progress forward.  This is a position that will assist with the implementation, technical administration and support of the Cityworks asset management (AMS) software suite. The candidate will provide technical support for the Cityworks asset management system or she will be able to assess the suitability of information system configurations and work with end users to achieve desired outcomes.  The ideal candidate will also be responsible for all enhancements and continued improvements of the existing Cityworks and other asset management systems, and will work closely with Cityworks users and stakeholders to define goals, establish projects and business processes.

Minimum Qualifications

Education and Years of Experience Requirements:

  • 6 years of general technical and professional experience in information technology with experience in all 7 specific areas of experience listed below.
  • Associate’s degree and 4 years of general technical and professional experience in information technology with experience in all 7 specific areas of experience listed below.
  • Bachelor’s or higher level degree and 2 years of general technical and professional experience in information technology with experience in all 7 specific areas of experience listed below.
  • An equivalent combination of related education, training, and/or experience.

Specific Areas of Experience:

1.     Knowledge of asset management best practices and theory.

2.     At least 1 year of experience with data analysis/information systems.

3.     At least 1 year of experience with a Computerized Maintenance Management System (CMMS).

4.     High level of proficiency with administration and usage of an Asset Management System, such as Cityworks.

5.     Knowledge of ArcGIS and the ESRI software suite.

6.     High level of proficiency in the use of computerized office equipment and programs (e. g. MS Office to include Access or other database program, MS Windows 7/10, Adobe products).

7.     Customer service and 1 year of team leadership or supervision.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

  • Demonstrate knowledge of ETL tools (SSIS) and data warehousing
  • Experience with Enterprise Service Bus (ESB) or other ELT/Queue technologies
  • Knowledge of county or local government operations and services
  • Experience in the IT industry with documentation, administration and developing comprehensive test plans.
  • Experience in the IT industry with implementation and supporting highly technical and complex information systems.
  • Bachelor’s degree in business administration, computer science, or closely related field preferred

Illustrative Tasks (These are examples and are not all inclusive.)

  • Maintaining and improvement of existing Cityworks system
  • Implement, configure, and maintain Cityworks AMS with emphases on asset management for client organizations.
  • Meet with end-users to gather system requirements, analyze business rules, and make recommendations for technical solutions.
  • Construct one-off technical solutions to replace legacy systems or manual processes.
  • Augment database stored procedures, triggers and views, to meet client needs.
  • Develop ETL processes to migrate data between disconnected systems.
  • Provide data analysis services, system administration, and technical support for new and existing clients.
  • Use appropriate software development methodologies in planning and implementing work products, including work with web development, IIS, SQL Server and ArcGIS for server.
  • Support the creation of needs assessment reviews and provide recommendations for process improvement.
  • Provide QA/QC of one’s own work, as well as the work of peers, maintain metadata and develop standards and best practices to support systems and data.
  • Prepare technical documentation of project requirements, procedures, execution and implementation plans.
  • Build custom reports using SQL, Microsoft SQL Server Reporting Services and Crystal Reports.

  • Comfort with Esri's GIS platform (ArcGIS Server, enterprise geodatabase) to support Cityworks.
  • Experience installing and configuring Cityworks Server software.
  • Experience configuring Cityworks core/add-ons/modules: AMS, PLL, Storeroom.
