Description

As citizens of Pinellas County our ability to enjoy our $4 billion in county assets requires a robust enterprise-wide Asset Management System to track inventory, history, costing, etc. on our roads, bridges, buildings, parks, preserves, beaches, etc.  And, with the Office of Technology and Innovation, a newly formed technology team supporting departments such as Public Works, Utilities, Parks and Preserves, the multi-year EAM (enterprise asset management) project has moved to the next phase where we are seeking a Business Intelligence Report Writer to continue our progress forward.  This individual will participate in and lead reporting and business intelligence development tasks while providing both business and technical support to project teams on behalf of Pinellas County affiliates, departments and organizations.

Minimum Qualifications 

Education and Years of Experience Requirements:

  • 6 years of general technical and professional experience in information technology with experience in all 4 specific areas of experience listed below.
  • Associate’s degree and 4 years of general technical and professional experience in information technology with experience in all 4 specific areas of experience listed below.
  • Bachelor’s or higher level degree and 2 years of general technical and professional experience in information technology with experience in all 4 specific areas of experience listed below.
  • An equivalent combination of related education, training, and/or experience. 

Specific Areas of Experience:

1.     At least 1 year of experience working with Microsoft SQL Server, Oracle, Microsoft SQL Server Reporting Services (SSRS), PowerBI or equivalents building database queries, stored procedure writing and report creation.

2.     Experience with web services and accessing data through APIs (REST, jSON).

3.     Advanced proficiency in MS Office, particularly Excel, SQL Server & Access.

4.     Customer service and 1 year of team leadership or supervision.

 

Additional Requirements 

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable 

  • Demonstrate knowledge of developing OLAP cubes using analysis tools (SSAS) and basic knowledge in Multidimensional Expressions (MDX) language.
  • Demonstrate knowledge of ETL tools (SSIS) and data warehousing.
  • Experience with Enterprise Service Bus (ESB) or other ELT/Queue technologies.
  • Familiarity with data access methodologies for cloud-based applications.
  • 1-3 years of experience working with Accela Civic Platform or CityWorks AMS.
  • Knowledge of county or local government operations and services.
  • Strong analytical, quantitative and problem solving.
  • Team oriented with good interpersonal skills and the ability to collaborate effectively with coworkers and management team.
  • Ability to multi-task, handle multiple projects and meet internal deadlines.
  • Ability to manage own workload and take responsibility for tasks.

 Illustrative Tasks (These are examples and are not all inclusive.) 

  • Obtain specifications for user report needs.
  • Design, build, test and deploy reports using native commercial off the shelf (COTS) reporting engines and other BI/Reporting toolsets (PowerBI, OBIEE, Crystal Reports, SQL Reporting Services (SSRS), COTS self-service reporting).
  • Develop new reports as needed/requested to provide timely and accurate information to decision makers.
  • Test and validate reports to insure accuracy and quality.
  • Monitor performance of reports and taking corrective action to optimize or improve the performance of the reports when necessary.
  • Work with Governing Committee, Report Requester and Process Improvement Team to evaluate and clarify requests. Evaluate uniqueness of data request and offer alternative solutions where applicable, including non-automated methods of retrieving the requested information.
  • Elicit, document, and analyze reporting needs and requirements. Analyze data and reporting solutions to understand business impact, correlations/discrepancies, and to propose changes/alternate solutions.
  • Analyze tables to establish knowledge of data for accurate retrieval and use in report writing.
  • Write SQL queries, views, or stored procedures to extract data.
  • Research workarounds to reporting service limitations and propose appropriate solutions.
  • Create scripts for importing, exporting, analyzing, mapping and converting data.
  • Develop and maintain a variety of report types, including but not limited to tabular, drill down, matrix, charts
  • Participates in project work providing support to project teams, with the ability to lead large efforts.
  • Meet with customers to analyze requirements and formalize functional specifications.
  • Utilize beneficial technology, industry best practices, champion its adoption, and provides direction/ leadership while working through appropriate channels/processes.
  • Maintains and builds positive relationships within the OTI Team and with members of other County Agencies and Vendors.
  • Supports and ensures compliance with the OTI Software Development Life Cycle (SDLC) process.
