Description

The word is out - Pinellas is on Track for a Bright Economic Future and our Economic Development team is seeking a Business Development Manager to help us chart the course.  This highly responsible professional and supervisory role will be responsible for work involving community economic development, international trade development, revenue enhancement activities, and/or participation in organizations and groups to further the county's interest in economic and community development. An incumbent in this classification performs a wide variety of complex tasks to develop new small business enterprises (SBE), new SBE customers, and new revenue sources. This position is responsible for maintaining a working relationship with existing economic development organizations, local governments, chambers of commerce, existing businesses and industry. A portion of the work entails dealing with highly confidential and sensitive issues that require a high degree of discretion and tact. Manages short and long-range procurement projects via monitoring and managing the electronic vendor database.  Ensures compliance with federal, state, and local rules, regulations, and other funding source requirements. Duties and assignments involve continuous inter-departmental communication, coordination, and extensive public contact. This position requires thorough working knowledge of departmental programs, procedures, and policies and entails the exercise of extensive initiative and independent judgment. Responsibilities include project management, administrative, and supervisory tasks in the development, evaluation, and monitoring of award of contracts and in the collection of data necessary for the monitoring the electronic vendor data base.  Coordinating with purchasing the preparation, vendor data base management, and special assignments. Duties involve, monitoring contract costs, evaluating contract performance, administering departmental SBE plans, monitoring progress, and contract management. Work requires exercising independent judgment in performing tasks and recommending courses of action. The position reports to a Bureau Director or designee.

 

 Position Specific Qualifications  

  • 7 years of professional experience in the field of contract compliance, marketing, economic development or related field that includes supervision or supervisory training along with experience using a vendor management database software, such as B2GNow; or
  • Associate’s degree in public or business administration, urban or regional planning, political science or directly related field and 5 years of professional experience in the field of contract compliance, marketing, economic development or related field that includes supervision or supervisory training along with experience using a vendor management database software, such as B2GNow; or
  • Bachelor’s degree in public or business administration, urban or regional planning, political science or directly related field and 3 years of professional experience in the field of contract compliance, marketing, economic development or related field that includes supervision or supervisory training along with experience using a vendor management database software, such as B2GNow; or
  • Master’s or higher level degree in public or business administration, urban or regional planning, political science or directly related field and 1 year of professional experience in the field of contract compliance, marketing, economic development or related field that includes supervision or supervisory training along with experience using a vendor management database software, such as B2GNow; or
  • An equivalent combination of education, training, and/or experience. 

Additional Requirements 

  • Possession and maintenance of a valid Florida Driver's License. 
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

  • Manage the electronic vendor database.
  • Train internal and external clients on the use of electronic vendor software.
  • Develops and applies collaborative planning initiatives and work strategies.
  • Analyzes technical issues pertaining to electronic vendor database and develops alternative solutions.
  • Develops and supervises prospect presentations and statistics for use in promoting the county and target SBEs within the county; continues to enhance and upgrade all products for marketing target SBEs
  • Maintains contact with business prospects, providing training and business consulting.
  • Coordinates with regional, state and national economic development and contract compliance organizations to ensure resources available are being leveraged to the greatest extent possible.
  • Develops and maintains contacts and close working relationships with economic development organizations, purchasing department, local governments, Chambers of Commerce, existing business and industry.
  • Solicits, compiles, and summarizes data from other governmental agencies, economic development organizations, and existing business and industry to encourage use of SBEs.
  • Assists business prospects in an effort to locate them in Pinellas County; encourages and assists local businesses in expansions and developing foreign market opportunities.
  • Monitors changes in policies, procedures and laws related to small/minority business inclusion programs, business assistance, and business development.
  • Researches, proposes, tests and implements innovative approaches to conducting SBE program implementation to enhance quality and cost effectiveness.
  • Evaluates and makes recommendations regarding scope of work, technical specifications, standardization, scheduling, contract amendments/change orders, liability and legal consideration.
  • Researches, benchmarks and implements policy and procedures relating to innovative value-adding procurement practices.
  • Implements procedures to ensure standardization of contract documents entered in electronic vendor database.
  • Participates in formulating Invitation for Bid (IFB) and Request for Proposal (RFP) processes.
  • Attends construction and pre-bid and pre-qualification meetings as required.​ ​
